From Independence to Integration: The Role of the Slovenian Parliament in EU Accession and Institutional Adaptation

Abstract

The article deals with the accession process of the Republic of Slovenia to the European Union (EU), especially focusing on the Slovenian Parliament’s role as one of the key actors along with its committees. Considering the bicameral nature of the Slovenian Parliament, the special focus is on the role of the lower house, the National Assembly (slov. Državni zbor), as the main legislative and representative body; the upper house, the National Council (slov. Državni svet), primarily has an advisory role. This article also examines the role of the Parliament in the Early Warning Mechanism (EWM) and critically assesses its activity. Using descriptive analysis, it outlines the development of the parliamentary system in Slovenia, while constitutional and legal provisions related to EU affairs are analysed through the dogmatic-legal method. Finally, the Slovenian Parliament’s use of the EWM is explored.
